Where can I find a comprehensive listing of all the tour operators
that put together travel packages to various countries? I am aware
of the Specialty
Travel Index, but that lists all the companies offering
specialty travel (e.g., horseback riding). For example, if I were
interested in seeing the sites of Japan, I would like to access a
website that lists all the U.S.-based tour operators who put
together packages for that destination.

The United States Tour Operators Association's (USTOA) website has a great
vacation planner and search tool called Package
Power Vacation Finder. You can select from various options to search
featured USTOA tours and vacation packages. It will list all the tour
operators that meet your criteria. You can then search for a travel agent
in your area who can book these trips.
The USTOA is a professional association representing the tour operator
industry. They are composed of companies whose tours and packages
encompass the entire globe and who conduct business in the U.S.
